21 November 2008 (Phnom Penh) - The Cambodian Prime Minister advised top students who had passed their examination and were awarded with the Samdech Techo Hun Sen’s Vision-100 Scholarships at The University of Cambodia, to continue their studies at the university even though they had been graduated from high school.
 
Among 3,548 high school students who had passed their diplomas with A, B, C and D mentions, there were only 100 of them who had been awarded with the Samdech Techo Hun Sen’s Vision-100 Scholarships. These four-year scholarships were funded by Dr. Rikhi Thakral, Executive Director of the Thakral Group of Companies in Singapore, his family members and friends.
 
Samdech Akka Moha Sena Padei Techo Hun Sen said that awarding the scholarships to students who will only be enrolling in the university studies. Receiving the scholarships is not considered to be the end of it. It is only the beginning of their universities. All the students will have to strive hard and study to pass their bachelor degrees. Study is a never-ending process, even those people who had graduated with their doctorate degrees it does not mean that their studies are ended, because as human beings all of us nee to study endlessly.
 
Dr. Kao Kim Hourn, President of The University of Cambodia, stated that being bestowed with these scholarships was a golden opportunity for those students who passed the examination. Due to the skillfulness and the qualified study program of The University of Cambodia, all of scholarship students will become the new intellectuals or, with their capacity of understanding and professional consciousness,  young leaders for tomorrow.
 
Dr. Kao Kim Hourn said that at least 20% of them would become the chiefs of Units, chiefs of offices, chiefs of information and technology, chiefs of educational institutions, chiefs of public institutions and private sector. The other 30% of the scholarship students would become job producers for the communities and another 50% will become the skilled labor forces for the national society.
 
Samdech Prime Minister advised them to study studiously. Wherever we go or stay, we have to study. Everybody could be our teacher. Any hiding issue that we didn’t know and when we did know that’s a new knowledge.
